After working for a year at Treasury as Counselor to the Secretary, I was confirmed by the U.S. Senate in March 2023 and sworn in to serve as the Deputy Undersecretary for International Finance.

My office oversaw the work of four regional Deputates (covering Europe & Eurasia, Asia & the Pacific, Africa & the Middle East, and the Western Hemisphere) and two functional Deputates (covering International Monetary Policy and International Financial Markets). My responsibilities also included oversight of our membership at the International Monetary Fund, working closely with the Undersecretary for International Affairs and the U.S. executive director.

I worked on a broad set of international economic issues, including our bilateral relationship with China, the response to Russia’s war in Ukraine, emerging market sovereign debt, IMF governance and programs, global financial regulation and supervision, and cross-border payments. I also chaired or co-chaired several bilateral economic and financial dialogues — including with China, Europe, India, Israel, the Palestinian Authority, and the United Kingdom — and I represented Treasury in multilateral fora including APEC, the Financial Stability Board (in the SRC and SCAV groups), and the OECD’s WP3.

The job involved extensive travel. In addition to a handful of domestic trips, I traveled six times to China and the United Kingdom, four times to Belgium, three times to France, India, and Mexico, twice to Germany, Israel, Pakistan, and Peru, and once to Argentina, Bangladesh, Ecuador, Egypt, Japan, Luxembourg, Morocco, Poland, Saudi Arabia, Switzerland, Thailand, Turkey, and Ukraine.  (Sometimes I got to fly like this, but usually, I was in coach.)

While serving, I gave the following speeches:

• “Cross-border Debt, Sovereign Debt Restructuring, and Recent Challenges for the Global Financial Architecture,” speech at the Peterson Institute for International Economics, September 20, 2022.

• “Policy Challenges for the Financial Sector,” speech at Federal Reserve, IMF, and World Bank Conference, May 31, 2023.

• “The U.S.-China Bilateral Financial Relationship,” speech at the Program on International Financial Systems’ U.S.-China Symposium, September 15, 2023.

• “The International Debt Landscape,” speech at the Johns Hopkins School of Advanced International Studies, October 23, 2023.

• “The Economic Front in Ukraine,” speech at the Atlantic Council, June 4, 2024.

• “Five Facts on IMF Governance,” live broadcast by Official Monetary and Financial Institutions Forum (OMFIF), October 1, 2024.

• “The U.S. Cross-Border Payments Agenda,” speech at the Federal Reserve Bank of New York, November 19, 2024.
